"Control" meant recorded sales to sanctuaries, preserves, ranchers, and trainers. In 2023-2024, Project 2025 was introduced. It is a 30-chapter, 900-page policy blueprint developed by the Heritage Foundation and associated conservative organizations and used by the current administration.
